httpd.ini 转成web.config，万分火急

请高手帮忙转成web.config的。
httpd.ini 源码如下。谢谢大哥大姐们了！

我修改的web.config 如下，只有一个R 如{R:1}的这样的有效，出现多个R如 {R:1}&{R:1} 这样的错误，请问要怎么修改？
