Yes it is. Also it is actually the number of visitor connections to a PHP or Perl script. 20 connections would be more than 20 requests a second, 20 visitors would need to visit at the very exact moment to hit the 20 connection amount. which never typically happens. Even if 100 visitors are online it doesn't mean that they are all visiting same page same second.
